Closed Campus

OPEN/CLOSED CAMPUS         BP 5112.5 

In order to keep students in a supervised, safe and orderly environment, the Board of Trustees establishes a closed campus at all district schools.
 
Students shall not leave the school grounds at any time during the day without written permission of their parents/guardians and school authorities. Students who leave school without authorization shall be classified truant and subject to disciplinary action.
 
Also, you may need to clarify with parents/guardians the difference between our Board Policy and our Annual Notification of Parent Student Rights. We do NOT, have a policy or any verbiage in place in our Board Policies which allow our students to be released without parent/guardian consent for confidential medical services or any other reason. (The only time this would happen would be for emergency medical services or if a child was molested by a parent in which case CPS would also be notitified.)
 
In fact, the AR for BP 5113, indicates clearly that, “When a student is absent for personal reasons, the parent or guardian should write the principal to ask that the expected absence be excused…” Furthermore, under Method of Verification it states:
 
“When students, who have not been cleared for an absence prior to being absent, return to school, they must present a satisfactory explanation verifying the reason for the absence. The following methods will be accepted as verification of student absences.
 
  1. A written note from the parent/guardian or parent representative. (EC 46012)
  2. A conversation, in person or by telephone, between the verifying employee and the student’s parent/guardian or parent representative. The school district employee shall subsequently record the following:
    1. Name of student
    2. Name of parent/guardian or parent representative
    3. Name of verifying employee
    4. Date or dates of absences
    5. Reason for absence
 
We are required by EC 49010.1 to annually notify all parents/guardians that the district administration may excuse any pupil from the school for the purpose of obtaining confidential medical services without the consent of the pupil’s parent or guardian. This is not a new education code and was initially adopted by the state in 1986-87. It is a permissible code as it has “MAY” which means optional rather than “SHALL” which means we don’t have an option.
 
To further clarify, we are going to revise the 2010-2011 Annual Notification of Parent/Student Rights to read, as follows:
 
“The Turlock Unified School District Board believes that parents or guardians should be involved in decisions surrounding the medical treatment of their children. All students are required to have parental/guardian authorization to sign out of school and to provide parental/guardian verification for absences. However, we are required pursuant to Education Code 46010.1, to notify all the parents or guardians of all pupils enrolled in the District, that school authorities may excuse any pupil from the school for the purpose of obtaining confidential medical services without the consent of the pupil’s parent or guardian.”
